Signal HR was founded by Emily Culligan, a senior talent and organizational effectiveness leader with experience advising executive teams inside complex organizations. Through hands-on work designing and evolving workforce approaches in real operating contexts, she developed a disciplined way to connect talent decisions to how organizations actually operate and grow. Signal HR was created to bring that approach to leaders more broadly.
